Upgrading heroes on rushed base?

Should I upgrade my heroes on a rushed base to th9 . And to which lvl can I upgrade them....defenses lvl are of th 7 but 4 ad....??? Can someone help.....now I m at lower no in clan wars will I go up or not if I upgrade heroes???

I rushed th9, I have lvl 8 walls now, lvl 6-7 morters, air, and wizard. I have lvl 11 archer and 10 canon. My heroes are lvl 10 (King) and Queen (9)
