Upgrading or Building?

I was wondering on what should I do with my computer because I'm looking for an upgrade so that I can play games like CSGO and TF2 with decent frames.
My specs are:
i5 2300 2.8 ghz
3 GB of ram
a 32-bit windows 10
and a crappy Intel Integrated Graphics that has 1.5 gb of VRAM.

Should I upgrade my pc or build a (AMD) PC with the following specs

AMD FX 8350
8 GB of ram
a 64-bit windows 8.1
and a GTX 960 (2 GB)

Upgrade your PC to Intel. Going with Vishera (piledriver) is not a wise option as it's a dead platform. However, if your on an extreme budget then yes the FX 8350 is a good choice.

If you can afford it go with skylake:

This is as cheap as I can go with skylake, if you can afford more, I suggest going with a better mobo and DDR4 RAM.
