Question USB device descriptor failed both in Ubuntu and in Windows but works during boot (when boot from usb). Is it a hardware problem?

I have an old HP pavillion g6-2305tx laptop which I have been trying to get to work again. I have the issue with PCH getting really hot and both USB port shows "Device descriptor failed" error in windows even when no device is connected. I tried driver updating, reinstalling windows, check usb from live ubuntu and what I have found is this- my usb works during boot as I booted to ubuntu from usb flash drive. But when ubuntu is running it showed "failed to claim resource" error and no usb was working which is similar to windows error. I guess its not a software issue. But can not find the problem either. Can this be because of power? My batteries are down and I was powering up directly from an outlet. I dont have extra batteries to test that. Is it possible that PCH is partly damaged? Can anyone provide an insight to this?
