Well this just started this morning . I woke up turned on my laptop and literally half of my screen has the vertical pixels I guess , colored green. I thought it might be a driver issue so I rolled back my display driver, then reinstalled the latest update but to no avail. I then thought the problem was a loose wire , and still do that or a faulty one, yet when I got my entire computer apart I had trouble seprating the screen into two pieces giving me access to the cable. I fear to force it because on my particular laptop, the Toshiba Satellite L55-A5299 there is two spots that could hold possible screws. Does anyone know personaly If the're are screws in those spots or if that's even the right approach to this problem? Any help , or advice would be appreciated!

Try hooking up your laptop to an external monitor, if you still get lines then it has to be your graphics, if it isn't that means your screen has gone bad.

But also, now it doesn't do this anymore, earlier in the morning if I tilted the screen to certain positions the green would disappear but reappear in other positions. That is why I thought it a cable issue.

It sounds like an electrical cable issue, especially when it's moved and it acts in different ways, same thing happens to chargers and many other devices. I would see if it is safe to take apart the screen which I don't know too much about laptops but maybe look up the model or maybe somebody may have a tutorial, as far as I know though a lot of laptops can have their screens replaced but it may cause damage to the frame of the laptop.
