Video / audio stuttering

I've tried fixing the issue with the microsoft troubleshoot but it says nothing is wrong.
I can play games and stuff high quality no problem and can listen to music with no issue.
It's just videos that cause the problems.
HP Elitebook 8730w
And no it's not even HD videos.

Were those videos being played via Youtube or was it a DVD disk or downloaded from the internet?
- Start by running Windows Update and install all available updates.
- Next is to uninstall/reinstall the graphics card driver.
- Go to Device Manager and uninstall the graphics driver.
- Open Programs and Features and do the same, uninstall anything related to your graphics card.
- Next is to download and install the latest driver from the manufacturer site of the GPU.
- Once installed reboot your laptop then try playing videos again.
