video card fan spinning but no video

Recently my Video card (powercolor R9 270x) stopped giving video now my pc only works with the onboard video

my specs are
cpu: phenom 955 BE
8gb Ram
PSU: Antec earthwatts 650 80-plus bronze

i checked the bios setup and it should check for the gpu first (GFX0)
It is dead? what can i do to check ?
(i don't have inmediate access to another desktop to try the card in it )

Sounds like it's dead. Whether or not the video card fan spins isn't an indication of a working GPU. Yes a seized fan will cause a GPU to go bad, but it's not the only cause of a bad GPU. I'd try another card in it, just to make sure it's not a bad PCI-E slot/controller, before messing around with the RMA process on the card.

If you don't mind paying for return shipping you could RMA the card(should still be under warranty.)
