Vulcans made first contact because humans discovered warp drive. A rocket-powered spacecraft would hardly be of interest.

It's true about commercial spacecraft being the way to go, though. After all, Cerberus provided an even better version of the Normandy than the Alliance :p

Public money has the edge in providing founds into pure raw investigation without asking for returns, though advancing science that hardly could get studied with private founds, but it's true that it doesn't too often turns into a something that ends being reached for most.
