Virus not letting me reset my computer

I have tried to stop the virus by running in safe mode and it just doesn't load the reset this PC I can't install any antivirus or anything like that it I feel like I am so powerless I have been unable to use my PC for 4 months now btw I have a windows 10 os

You'll have to nuke and pave(format and reinstall) from OS install media then recover your data from your backup.
