Visual Tearing in Google chrome

Hey everyone,

I reinstalled Windows (7 HP x64) recently, and i'm having weird issues in chrome.

The browser interface is very laggy, from scrolling to selecting text. There's also this choppiness (something like screen tearing but it's not the same) about the page.

The problem goes away if i minimize and maximize the window or switch tabs, the problem goes away till i click another hyper link.

Don't know what's going wrong. It's not the GPU or CPU because this has never happened before, nor does it happen with any other browser or program. graphics drivers are the same (306.97) as before.

Reinstalled Chrome as well.

The only thing that i think has changed in the one day in which i reinstalled windows was Chrome's version number, from 22 to 23. I'm not completely sure though (because i let it auto update).

Any suggestions? I could post a video if you'd like.

update: i forced hardware acceleration and it does help to an extent but then the GPU keeps jumping up to its full power state, which i don't want. Plus that stutters a bit too.
