There is something called peripheral vision, you actually can see an obstacle even if not looking at it, and basic motoring reaction of your body is to, in this case, climb it, hence the risen foot.
Im happy she weren't in a car texting instead, killing someone else because she had to send that "important" text who couldn't have waited a min or two!

actually, her shin just below the knee hit the edge of the fountain first, causing her leg to look like it was being lifted up as it was pressed upward. Yeah, total obliviousness.
Reminds me of the girl who fell down the open manhole cover in New York City. Yes there were cones and warning signs up, but she nonetheless managed to fall straight down into the sewer while looking at her phone texting.
