FEAR 3 is pretty easy to run compared to other modern games based on what I've read so I guess the GeForce GT 525 shouldn't have problems with medium or higher settings as long as the resolution is 1366x768.
See following link for benchmarks of that video card.

Only a few laptops have the ability to change the video card and in general the are pretty expensive; I would say at least $1,500+ USD and the must be gaming laptops. I am not saying every single $1,500+ laptop will let to change the video card though. I would say 98% of current available laptops have the video card/chip soldered into the motherboard and cannot be upgraded.
It's a bit difficult to recommend a laptop in a foreign country since it is not as simple as converting one currency into another. However, I bought my 14" Lenovo IdeaPad Y470 for about $680 before taxes and during a sale. It has a Core i5-2410M CPU and a nVidia GT 550M video card.
I don't know anything about 3D vision.
