If you are trying to play files on your laptop you could use Plex media server to do that.
If you want your desktop on your TV it's simpler to just connect the lpatop to the TV with an HDMI cable. Using Roku for this seems to be a bit complicated even with later Window OS.

You can stream ANY version of windows PC Desktop using VLC and that PC stream can be picked up by ANY streaming device or Phone/IPAD/Tablet on your home wifi one or all simultaneously. I prefer streaming vs mirroring because your PC Desktop is being streamed to your Home wifi and any Roku or streaming device on your wifi can connect to that same PC stream as well as your phone so you are not tied to one TV or device. It kind of behavior like its own channel which you can connect to or watch something else on say your Roku or IPad.
