does water cooling improve performance of other parts like gpus and etc.....

No it does not improve performance, it does keep things cooler and often quieter than a bunch of fans, and can allow for higher overclocking speeds. Just using water-cooling has as much effect on PC performance as putting fancy seat covers would to help a car go faster.
