% water in city

Is there any way of finding out how much % of water your city has, such as
for the marina you require 20%. How do i find out the %? I think i have too
little though, because the marina is unavailabe, or does it unlock with a
quest?

IIRC it has two requirements, 20% water and 1 other, I cant remember what
the other one is at the moment (a certain amount of §§§ Sims?) . Once you
have met both of these requirements the marina will unlock, if you 'unmeet'
one, it will relock.

Hmm I wonder, I am not sure. besides Belowaverage, I am confuesed. In Simcity 4, what does §, §§, §§§ mean? Do they mean money? I don't know!
