TL;DR:
What does it mean when the charging indication LED on the NP900X4C (aka Samsung Series 9) blinks green?

Long story:
About 8 months ago some dick poured water on my laptop then closed the lid and bailed. The funny thing is I think that it would've been all right if the laptop had not been plugged into the AC-DC power adapter. As expected there was a nasty short and a bunch of corrosion around the area where the power adapter meets the motherboard. I dried the laptop out by soaking up as much as I could then putting it in rice for a while, then cleaned the corrosion off of the motherboard with the help of vinegar and rubbing alcohol. After all of that, the laptop booted and ran fine with the exception that the keyboard was sometimes sending 2 characters when some keys were hit + some other weird things that keyboards do after water gets on them. My experience is that these issues usually go away after a few stubborn water molecules evaporate.
Only problem is that it wouldn't charge. So I then explored my repair options and since Samsung told me that repair would cost the price of the laptop and that buying a new motherboard from them would cost the price of the laptop minus $300, I just went on ebay and bought a replacement for $450. Still a bit much considering I got screwed but a helluva lot better than the grand I was looking at through Samsung.
In between the beginning of this and now, the battery had died and since I couldn't charge it myself I had to borrow a friend's Series 9 to charge it in. It's important to note here that I put the battery in my friend's laptop and charged it to full without any problems.
A bit later I got the motherboard and there were some slight damages to it. First, the pipe that takes heat from the CPU to the fan was a bit bent: http/sdrv.ms/126Sm6f I figure this resulted from shipping and it shouldn't cause any problems anyways.
Somewhat more concerning was that the latch for one of the ribbon cables was missing: http/sdrv.ms/126NxK9

Bonus points if someone knows what that cable does, but after close visual inspection, I don't think that the missing latch is any cause for serious concern. This is nice because it would uphold the seller's claim that the motherboard is working.
After I plugged in all of the connectors correctly and plugged in my fully charged battery, the symptom described under the 'TL;DR:' began happening. The LED doesn't stop blinking if I plug in the AC-DC power adapter.
And here I am, trying to figure out if this problem is something I can fix or if it's something wrong with the motherboard I bought. If it's the latter, I've got about 10 days to return it so I would really appreciate any gems of wisdom that could be dropped on this dire situation.
