What is the Sims Freeplay Pet Collector?

Bought the Pet Collector in Sims Freeplay. What is it and where do I find it?

Not sure if it's the same as the sims freeplay I've got on my tablet but first you have to build the "pet store" in your town
Just south of the park, after that I'm not sure, not done it myself...
