People keep telling me to buy a MacBook while others tell me to buy a windows laptop so I don't know what to do.

But I need something for heavy 4k video editing with heavy effects such as turning some videos into cinematic look (davince resolve) and I also want to do picture editing (photopea) and I also want use use streamlabs with a 4k webcam.

Can anyone help please.

Working with 4k video means working with large files. Something with plenty of memory and storage helps a lot, if you fully intend to go the laptop route.

For something like this, a mobile workstation is better suited than a consumer-grade laptop, in my opinion. Like these offerings:

Another option is a lower end laptop combined with a more capable desktop PC for the heavy lifting work. Is that a possibility?

Understood. I have a Dell Precision workstation. It is awesome and capable of doing the things you originally mentioned with ease. I am using it now, in fact, attached to a docking station with two displays attached.

Dell has an outlet store (where I bought this one and several others over the years) where you can sometimes find amazing deals.
