Question What's wrong with my TV?

Hi, I'm trying to restore my living room and I have this old TV lying around. I tried to turn it on and it goes like this...

Can anybody point me out what is this issue called? And if I were to fixed it, how much it would cost me?

Buy a new TV, looks like your screen is bad. That looks like a smaller older one, can probably find a working replacement for maybe $50

I see, so does this means that TV screen degrade over an unused period of time? I don't recall damaging the screen or have it placed in potentially dangerous place

How was it stored? TVs should be stored upright (according to all the boxes I have seen). Don't know exactly what happened to yours.
