My computer and tv both have pictures when hooked thru hdmi but will not link up the same and i cant watch movies or do anything from computer to tv. Is this maybe a short in my hdmi or a me thing?

"wallpaper" suggests your GPU is running dual screen in extended mode, with the "wallpaper" you are seeing not the main desktop but the extended, drag the mouse to the right, and you should see your mouse pointer. FIX THAT. or not, depending what your end goal is.
