Ryzen 3 in every possible way.

Ryzen 3 dominates in literally every category aside from being s*** which the A9 takes with both hands.

The Ryzen 3 2200u would be better.

But if you could hold out and save a little more money, then perhaps the following Dell laptop with the Ryzen R5 2500u and 1080p touchscreen for $460 might be within your reach. It's the least expensive laptop with a Ryzen R5 I could find.
