Question Why are certain photo apps making photo files appear red?

Why do my photos have a reddish cast in Adobe Photoshop Elements 2020, Photo Gallery and Windows Photo Viewer BUT NOT when opened in Photos (or in other devices)? What is going on in my well-maintained desktop (Dell XPS 8700, NVIDIA GeForce GT 635, , 8GB, 1TB 7200 RPM SATA 6.0 Gb/s, purchased 2014)? Have updated Windows 10 etc. Uninstalled Adobe and reinstalled but suspect something else...not knowledgeable to figure this out on my own. Is there something I can do to fix this?

Your desktop is SUPER old. I wouldn't be caught dead using something that old.

As for your other issue, does your display support HDR? Have you been to any strange or unusual websites or downloaded something unusual? Pirated software can often be laced with malware.

Did you try a fresh install of windows 10? I know the "upgrades" screwed many people over and broke many normal system functions.
