why cant i get a puk unlock code for my old samsung phone

Friend gave me his old phone that had been out of service for a while and service end date expired. I accidemtally puk locked it now they say i have to buy a new sim. I worked at a mobilr phone call center before i know im just getting the runaround how can i solve this.

It should be printed on the packet the SIM came in. Failing that, the phone company may keep it, but they may not be able to release it because they can't verify you. Especially if it's prepay.

Buying a new SIM is probably the easiest option.
