Why is my hp laptop not charging?

I have an hp envy laptop that just got shipped back to me from hp with a service repair request. The thing wouldn't take a charge when I shipped it in but don't worry about that now because that wasn't the main issue.
Right now thought the laptop won't take a charge unless it is sitting on my desk, turned on doing 0 tasks. When I'm gaming or something it depletes while charged but stays on because the Ac is plugged in.
When I turn it off to charge it the light is still orange but I turn it on hours later and no charge.
What's the problem here? How can I fix it? Is my charge adapter bad?
 
Run a utility that tells you how much charge cycle in that battery is always a good thing to know.

Assuming this is a brand new battery, you really want to give it a full charge (overnight?) before using it.
 


No this is not a new battery same battery and charger the repairs I had done were to the softwares and new motherboard
 


I downloaded a utility called batterycare, and it says the charge/discharge rate is 0 w and the tension(voltage) is 12515 mV. Wear level 0% total discharge cycles 0

It doesn't seem to be getting any power to the battery
