Why isnt the new battery charging?

My mom bought a new battery for my HP laptop but it isn't charging instead it says " plugged in, not charging". What should I do?

it is HP battery or 3rd party battery?

maybe the battery does not match your HP laptop if you buy it from third party.
if it's HP original battery for your laptop model, you need to activate it in right way.
