Wifi not working after hard reset

after hard reset my Tecno C9, my wifi is not turning on to get internet access for google account, what should i do now, please, can someone help me out of this?

If you drag the wi-fi logo from the top of the screen you can re-make the connection with your local network's router.

I'm not able to drag the top, it does not work for that.... And I have been confused now

OK but you can still get there if you tap the Apps squares icon and select Settings. Make sure wi-fi is turned on then go through the procedure to connect to your network.
