Will shims reduce heat on CPU/GPU heat sink and fan

Hi all, I have a Pavilion DV6 3032TX laptop that has been pulled apart and had new thermal paste applied but after a while I saw no improvements and the thing is getting very hot still so I removed the heat sink and fan and found that the copper heat sink is not touching the full area of the cpu so would a shim kit be worth trying? I have found that the model I have many people have over heating issues and the fix is to reduce power settings in control panel so I will do this next, here is some pics of the heat sink removed from the CPU/GPU.

im going by the area that has gone hard in the centre as this area looks like it is the only contact it has between the die and the heat sink.
