Will this laptop run The Sims 3 base game okay?

The A6-9220's Radeon R4 (Stoney Ridge) graphics core is not very powerful. It is less powerful than the Intel HD 4000 which came out in 2012 and is the graphics core in Intel's 3rd generation Core i3/i5/i7 CPUs.

Having said that, you should be able to play the Sims 3 on that laptop because I have watched someone play the Sims 3 with the Intel HD 3000 in 2nd gen Intel CPUs and that should be less powerful than the Radeon R4 (Stoney Ridge) graphics core. The Intel HD 4000 is probably 10% to 15% more powerful than the Intel HD 3000.

It looks like it will based on these minimum requirements for sims 3:

2.4 GHz P4 processor or equivalent.
1.5 GB RAM.
128 MB Video Card with support for Pixel Shader 2.0.
Microsoft Windows Vista Service Pack 1.
At least 6.1 GB of hard drive space with at least 1 GB of additional space for custom content and saved games.
