have you tried restarting PC? Not shutting it down, use the restart command in power.
go to start menu, power button
choose restart this PC

see if any of these help.. step 9 is a little drastic so perhaps stop before then - https/www.lifewire.com/how-to-fix-code-19-errors-2623182
