Windows 10 automatically relaunch app

so after the feature update on 12/20/17, my laptop starts to relaunch the app that i left open when i shutdown the laptop, for example i left open the chrome and task manager open when i shut it down, and when i just login to my pc it's automatically open both program for no reason. i want to disable this thing, the main reason is it slows down my pc on start up which can take 100% of my disk process. any solution?

i've followed that method, but it keep opening my last app. i've also make sure that the setting is off, but still
