Windows not detecting cd but other programs do

Hey,
I'm having a really annoying problem with Windows.
When I insert a disc into my drive, the program that I want to use with the cd recognizes it no problem, but Windows seems to have other ideas. Explorer opens and a message pops up telling me to insert a disc, while also ejecting the disc before I can do anything with it.

So to sum this up: Windows doesn't detect my cd and it ejects it, while another program does detect it but can't do anything with it because Windows ejects the cd.

What is this other program you are using, and does this happen with all CD's and DVD's?

How do you know the other program detect it if windows ejected the cd?
