yes my toshiba satelite harman / cardon, doesnt power on with both battery and ac power plugged in but will turn on with only

When i plug the toshiba satelite harman / cardon to ac power with the battery inside it will charge thw battery but wont power on , but it turns on when the ac power os plugged out. Whats the remedy?

So it won't work when the charger is connected but will when only on battery? Then I would look into replacing the charger.
