Cloud hijacked my photos

I had to reset my phone to factory settings. I saved everything in Google Cloud. When I went back to Google Cloud to get my pictures I was given a message saying that I had revoked my own access and to contact customer support. I did not revoke my access and now I'm supposed to pay them to get my own pictures back that they kept. I call that extortion.
