You don't need the CPU and GPU running at top speed when idle, do you? Having those chips downclocking when they are not required to perform any heavy task reduces the power consumed, heat produced and lenghtens the lifespam of them. You only need them running at top capacity when you are gaming...

Power saving feature, the GPU will downclock when in a idle state to save power and keep heat low, will only ramp to the rated clock speed when required to do so. Same for the processor if you give it a look, will downclock to 800-ish Mhz when in idle and only work full power when doing tasks...
