Just had the same symptoms and found in the Windows Update history, that Windows installed a Flash Player security update for Internet Explorer/Edge. I rolled this update back (-->"Programs&Features", on the upper left: --> "View installed updates" --> "Windows Security Update"). Hope that helps!
