    On the process list, double click to open up. Then set the process to disabled and see if it comes back. It does not appear on my win 7 or on build 9879 of win 10 process list but I would not leave it permanently disabled.

    Sounds like your problem is with the network access. It may be that reporting cookies are blocking your bandwidth.
