I've switched the computer off. when I switch it back on again I get a black screen. can see the white curser and move it around

Screen stays black but I can see my curser and move it around. Obviousl Ctrl, Alt & Delete does not work. I can't remove the battery either. That usually works with my other laptop. Have tried switching the computer on and off as well. There should be a reset option. Not sure what it is.
