The keyboard works fine on other devices. So it's something with the computer's settings. How do I fix this?

After it was wiped, I changed the language from US English to UK English, and deleted US English. I'll try hooking the keyboard to another PC to see if it was the computer, or the keyboard.

This morning I had an issue with my desktop computer shutting off during log in. I wiped my hard drive to fix it, but it didn't fix a problem where my keyboard types wrong characters. For instance, pressing caps will place a +. Pressing s types a 0.s, pressing E results in caps being on/off...
