Decided to give this a bump, as I'm still stumped. About to tear it down and reconstruct it. If you guys have any other suggestions I'd love to know.

Also, switched back to the original CPU and booted then rebooted. Does not fix the issue. Sigh. Should also be noted that I am running dual boot Windows 7 and Ubuntu. Same problem regardless of OS, so I'm assuming (Possibly incorrectly) that a software issue shouldn't be causing this.
