The SIM is not memory. There is no such thing as a SMS card. There are memory cards (SD) that some phones use. These are not synonymous.

The SIM does not hold text messages. Those are stored in the phone's memory. Did you use the phone transfer method?

It could be new, old stock and the carrier sent back to the factory to be reset. Once your dad's info is on it, it would be secure from any previous users (if they exist). I am baffled by the initial setup behavior. Maybe a byproduct of how Motorola reset it.

Yes, the phone was very likely previously used (and refurbished). There is something called Factory Reset Protection (FRP) that the manufacturer can reset in order to not need the previous registration information. That appears to have been done for that phone. You should still be able to reset...
