For the people wondering about this issue. I play games at 144hz that's why the fps issue was happening I changed to 120hz when I wanted to record with shadow play and the issue was resolved.

I have a i7-4970k processor with GTX 970 and I use CUDA while rendering. My CPU usages to about ~50% and Disk Usage to ~80%. When I was using Sony Vegas Pro 13.0 it would give me ~90% CPU usage.

The preview will always look bad, you can change it to look better but it might lag since its a preview. BTW, the preview is not how you video will render. It's all about you render settings. Preview is just a quick look.
