What's the OS? version number? Did you or your friend recently reinstall the OS? Has it been offline for a long time?

I think he's trying to ask if the laptop is still receiving power from the power supply with the battery removed. It's verifying that the plug and mobo are still functional. If it doesn't work with the battery removed there's a problem not related to the PSU.
