From the known facts about big Navi, (80 CUs on top end and etc) you're looking at a little above 2080 ti performance at best with high power draw... It'll be on a similar die size as RTX GPUs too...
AMD most likely got a mid tier GPU once again.
Are you trying to upgrade a laptop? (if you are, most likely you can't upgrade the CPU since they're usually soldered onto the board now... and GPU upgrades are literally impossible and not cost efficient)

From my experience, a lower wattage PSU on a laptop (as long as it has the same output) will:
Charge the laptop battery slower
can burn out very easily from being pushed beyond max load.
Well. not gonna happen for $300... Unless you want a old netbook and then swap out the hdd to a ssd...
but netbook battery life isn't going to be 5-6 hours unless you get a new battery.
I would recommend a Nexus 10... but it doesn't have expandable storage...
But you should know that ONLY the iPad3/4 has a decent quality camera... every other tablet has completely *** camera...

You cannot overclock it. the board and cpu doesn't support overclocking.... you're pretty much going to have to buy a new computer.... (cpu, gpu, motherboard,graphics card)
you can keep the ram though. it is still ddr 3 ram.
