first of all if your laptop original comes with windows 10 usually there are no drivers from the manufacturer for 7 and 8.1 so u might be stuck with 10.also u need more ram.4gb wont cut it nowdays if u are loooking for a smooth experience.windows process will chuck that 4gb in no time.
i see.i seen the same issue on the dell 7567 and 7577 as well.once cpu and gpu is under heavy load the cpu will throttle down.i see that the power limit throttling issue will happen if it reach certain temps.try disabling turbo boost and see if u get the same reading.
maybe your laptop is haunted?JK.XD.sounds like something is hitting the fan like a tag or tape.if its still under warranty might want to bring it in for inspection.
if u have a water spill its best to open up the laptop and dry the entire board.do no turn it on even if u left it for a few days as there will still be droplets of water or moisture trap inside.
