Could the power supply be the issue?

The quality of the TV should be very good, as it's very recent and it's ranked very high on gaming monitors with a medium-low budget

I don't honestly think the problem is the refresh rate as my laptop monitor's is 60Hz while the resolution is 1366 x 768. The dell s2316h has a 1920x1080 resolution with 60HZ

The resolution on the ps4 is at 1080p

How can I do that on the ps4? That is my issue, the image display on the ps4, since I use the s2316h for that
