can overheating be a cause of the lag

the only thing i fond were 6 or so spyware and thats all. lest hope the problem is fixed but if is isnt what do you suggest.(i did the other tests and scans)

i have a mouse whit a dpi button and it stops working at times motherbord:asrock 970 pro3 r2.0

cpu:AMD FX(tm)-6350 six core RAM:2x4GB ADATA GPU:R9 270X HAWK motherbord:asrock 970 pro3 r2.0 os:windows 8.1 pro my pc gets really slow at times.youtube videos lag, games, everything.but after a restart every thing is just fine.(note i recently preinstaled my os from windows 7 to 8.1 pro).

they dont seem to lag much at 360p but at 1080 they lag a lot. Although sometimes they dont.
