There is quite possibly a way to create your own 'restore partition' on a USB thumb drive. Many PCs now have an automated routine to do just that. Once you have done that the method you started to use will work when it sees the thumb drive.

I read your OP and couldn't think of anything you have not already tried. It might help if you tell us your make/model# laptop. You might want to search this issue at you manufacturers support site, though this is an unusual problem there is a good chance others with exactly the same hardware...

Sorry, sounds like an internal issue, motherboard's connection to the internal power connectors maybe? Perhaps a laptop repair center might have an economical fix.
