For sure try updating the driver, www.dell.com/support you can either enter the service tag or select the system to get the driver list. Check in device manger( Start - right click computer - Manage - Device manager - bluetooth) see what it says about the bluetooth.

Try using the Keyboard in BIOS (F2 while Dell Splash screen) to see if you get any different results, if the keyboard doesn't work in bios i would say replace the keyboard before replacing the motherboard.

I would say remove all the memory out of the system, Hard drive, and optical drive. then try testing the system to see if you get any different results. make sure to unplug power cord and remove battery before removing the components.
