You're kinda stuck with the thermal performance the laptop manufacturer specced it for, the numbers you've posted are pretty normal for a mainstream notebook.

Reinstall graphics card drivers, if that doesn't work reinstall Windows. I suppose it's possible that he damaged the laptop when he removed the optical drive but rule out software first.

I've had this type of issue with laptops before, and it's been fixed with updated BIOS. You should try updating yours to see if it corrects your issue. I don't have this same model so I can't be sure.
