Never mind. I downloaded and found a way to do this through the Dell support assistant os. Guess that should have been my first choice anyway.

Yeah I guess my OP wasn't clear enough. I am using windows 10 (per the thread title), I can get into the system (per line 2 of the post) , and I can access the restore option for the factory reset (also line 2 of the post). And the issue is: "It gets as far as "getting a few things ready"...

Pressing F8 is just ignored and it boots to windows. I am pressing it as soon as it powers up, so I know it is not too late. I also tried using the "reset this PC" option (remove everything > just remove my files > ready to reset this PC)) It gets as far as "getting a few things ready" >...
