Is there a way i can just delete my windows 10 then add a new clean no virus windows 10

the results were No threats found, and i do not have to keep any of my files I am not sure if i Have a virus I dont not know what hard drive is going out mean i also do not know if memory is throwing out errors

Yes, I am an Administrator, and no, once i run malware-bytes as and Administrator it just freezes then it says you do not have the right permission to access- this is on normal windows 10, but if i run it in safe mode it works perfectly
